Henri, dit « Le Nantais », arrive à Paris après un long séjour aux Etats-Unis. Il est envoyé par un caïd américain de la drogue, avec pour mission de réorganiser le trafic de stupéfiants en France, placé sous la responsabilité de Lisky. Celui-ci lui procure comme couverture un bar, Le Troquet, et lui indique le mécanisme complet de la distribution de la « chnouf », du haut en bas de l’échelle.
